【摘要】:1.1Thisisaguidetorisk-basedcorrectiveactionfortheprotectionofecologicalresourcesandsupplementstheRBCAprocess(GuideE2081).TheprimaryobjectiveoftheEco-RBCAprocessistoprovideaflexibleframeworkforatieredapproachtoERAandriskmanagementdecisionmakingatchemicalreleasesites.Tothisend,availableguidancedocumentsfromvariousfederalandstateagencieswerereviewedandtheircommonattributesincorporatedintothisguide,wherepossible.TheEco-RBCAprocesscomplementsexistingtechnicalandregulatoryecologicalriskguidance(see4.2).Inparticular,itisintendedtobecompatiblewiththeUSEPAprogrammaticguidelinesforERA(1),guidancefortheSuperfundprogram(2),andotherUSEPA(3)riskassessmentandcorrective-actionprograms.Eco-RBCAmightalsobeusedinconjunctionwithcorrectiveactionstrategiesthatincludehumanhealthissues(forexample,GuideE2081).1.2Chemicalreleasesitesvarygreatlyintermsofcomplexity,physicalandchemicalcharacteristics,andtheriskthattheymightposetoecologicalresources.TheEco-RBCAprocess,asdescribedinGuideE2081,recognizesthisvariabilityandincorporatesatieredapproachthatintegratessiteassessment,responseactions,andremedialactionswithERA.The
